It might not quite constitute genocide--Francis Deng, UN Special Adviser for the Prevention of Genocide, has thus far assiduously avoided using "the G-word"--but I think that almost everyone can agree that Kenya's at least on the rain-slick precipice to Hobbes's state of nature. Meanwhile, the developed world is playing its usual role of aghast yet operatively impassive observer.
